Study on Development of Medienboard Berlin-Brandenburg

The Medienboard Berlin-Brandenburg GmbH (MBB) is tasked by the federal states of Berlin and Brandenburg with coordinating the distribution of grants to film and new media productions. Its goals are to support productions of high economic and cultural value, to strengthen the local film and media industries and to boost the region’s economy by way of regional effects and targeted marketing.

In 2023 and 2024, House of Research, in collaboration with Prof. Dr. Christiane Hipp, conducted a comprehensive study on the development and future focus of the Medienboard on behalf of the Ministry of Economic Affairs, Labour and Energy of the State of Brandenburg. The study consisted of the following parts:

  • A detailed evaluation of all available funding data from 2012 to 2022, including regional effects and repayment rates
  • Analysis of the MBB’s organizational structure and funding activities in the context of state and federal funding of film and other media
  • Document analysis of funding guidelines, relevant contracts, activity reports and other documents
  • Qualitative interviews with representatives of the MBB, committee members, cooperation partners, market participants and other stakeholders
  • Quantitative surveys of internal and external groups
  • Analysis of the MBB’s public relations, including its presence on social media
  • Triangulation of results from various research steps

Based on this comprehensive data collection, House of Research provided options and recommendations intended to serve as a basis for decisions on the MBB’s future course.
